Scavengers are humanoids with animal characteristics. There is a birdlike race already called Biata so you should be aware that in some places you can't play a bird scavenger, to prevent confusion. At Piedmont, we let people play bird scavengers, but you have to wear a beak phys rep of some sort so we know you're a bird scavenger and not a biata.

As far as unusal rules: Scavengers exist onn the edge of civilization so they're strong but often uncivilized. You can buy resist toxin as a racial bonus.
Scavengers can not use two-handed blunt or two-handed edged weapons.
Scholarly skills cost scavengers twice the points. (So a scavenger scholar can learn to read and write skill for 6 pts and a scavenger fighter has to pay a whole 12 points - holy cow)
Scavengers -are- a ton of fun though and the best way to tailor the perfect character you've always wanted to play to you. ^^ If you don't just hte scavenger disadvantages, take a look at the Biata... I've always thought they were pretty cool
